Long gun action closed

In light of SASS rule (long guns discarded empty) has this changed in WB??????

You should find that the rule books are now very close together on the penalties for unfired and fired rounds left in long guns between the Cowboy side and the WB side.

So if a long gun is empty and the action closes when restaged it is not a MSV ,
